According to the NDRC's explanation, the “Regulations” are one of the main bases for the state to guide industrial restructuring, guide investment and government investment management departments to manage investment projects. The Catalogue is an important supporting document.
The Catalogue is divided into encouraged, restricted and eliminated projects by industry. Among them, the project “has a high technical content, is conducive to promoting enterprises to adopt new technologies, new technologies and industrial technology advancements, and enhances industrial competitiveness; is in line with sustainable development strategies, is conducive to resource conservation and comprehensive utilization, and improves the ecological environment”. It is listed as an encouragement item.
The person in charge of the Department of Industrial Policy of the National Development and Reform Commission believes that the specific items listed in the Catalogue are encouraged to be oriented to enterprises and investors, and the state will provide preferential policies to support them. However, for restricted industries, it will be restricted. "The formulation of the two documents, in a certain sense, is to facilitate enterprises and investors to see the dynamic changes in the situation, so as to make accurate industry adjustments.
The circular economy-related industries have been required by the "Regulations", in accordance with the principle of "decisive and effective, timely and appropriate, differentiated treatment, and pragmatic", strengthen industrial policy guidance, strict market access, control the excessive growth of bank credit, and control land approval management. We will coordinate and cooperate with other macro-control measures to form a joint force, “resolutely curb blind investment in some overheated industries and low-level redundant construction”, and promote industrial restructuring and product upgrading.
This is in line with China's idea of ​​seeking a conservation-oriented society and developing a circular economy.
The core of the circular economy is that resources and energy are invested less, while the output of social products is not decreasing or even increasing. This requires abandoning the extensive mode of operation, improving the efficiency of the use of energy and raw materials, and requiring the associations and interactions between industries to “make the maximum circulation of matter and energy”. However, the irrationality of China's industrial and product structure was an important cause of resource waste, energy consumption and environmental pollution. Therefore, accelerating industrial restructuring is a key factor in the development of circular economy.
The "Eleventh Five-Year Plan" clearly stated that "it must accelerate the transformation of economic growth mode, save resources as a basic national policy, develop a circular economy, protect the ecological environment, accelerate the construction of a resource-saving and environment-friendly society, and promote economic development and population. Coordination of resources and environment." This is also the original intention of the "Regulations" and "Catalogue".
