What mistakes have made this investment event that could have ended with great joy become an irrevocable tragedy?

Changes in the living and death examination environment have prompted Shunde paint companies to “go away” in search of new land for building new factories.

After 50 years of accumulation, the foreign expansion and development of Shunde coating companies is nothing new. As early as 1999, Guangdong Hongchang Chemical (Group) Co., Ltd. first stepped out of Shunde and established a new company in Xinhui. After that, with the increase in market share in the foreign markets, Shunde paint companies started the “layout” of the national market.

Today, as long as the map of China is opened, it can be clearly seen that Shunde Paint has formed a roadmap of “eastward, westward and northward”. A number of companies purchase land or rent land to build branch factories in Jiangsu, Zhejiang, Beijing, Sichuan and other provinces and cities. "This expansion is more to reduce transportation costs and increase the market's response speed." According to a paint owner in Shunde, the production base is located in the local area, and it may be possible to achieve the same day sales and distribution on the same day to solve the problem of lagging behind.

In 2009, the country re-issued a production license for hazardous chemicals for the first time, allowing the entire Shunde coating company to experience an unprecedented "birth and death exam." Different from the first "issuance of certificates" in 2006, the "renewal card" implemented new standards for construction, and the distance between fire prevention requirements has been greatly improved compared with the old standards. For this reason, the Shunde Coatings Chamber of Commerce once requested the government to establish a paint production park in 2000 acres of land, but it is constrained by the increasingly scarce land resources. The construction of the park has not been followed. In addition, expensive land prices also make it difficult for paint companies to accept. Some business owners have calculated an account for the reporter and built a 100-acre factory in accordance with the new standard. If the land price alone requires three or four million yuan, plus the construction funds, the total cost will exceed 100 million yuan.

At first, it was one or two companies that went out alone to escape. Gaoming, Sanshui, Heshan, Qingyuan, Xinhui, Xinxing, Nanxiong, Xinfeng and other places all left the “footprint” of Shunde paint bosses, but the results were not satisfactory.

It was also around this time that Suli met with Hu Jingyu through a local friend in Shunde, hoping to let Shunde paint companies set up a production base north of Wujiang. Six months later, Suli led the four team leaders to hold the signing ceremony for the second batch of projects in the Wujiang Park of Guanlan Industrial Park in Shunde, signing 99 enterprises in one breath. The products cover environmental protection coatings, home appliance furniture, packaging and printing, etc. The source is extended to the Pearl River Delta cities such as Jiangmen, Zhongshan and Dongguan. However, compared with this “great ambition”, the construction of industrial parks has been progressing slowly. The reporter checked the data and found that shortly after the New Year's Day in 2010, the work report of the Wujiang District Government put forward: “In the near future, the work of the park will be started as soon as possible, and the first batch of 57 projects led by environmental protection coatings will be welcomed with complete infrastructure. Admission to the building."

However, as time goes by one day, the first signing companies have been unable to wait for the admission notice. There is only one reason: The park land use index has not been resolved. This is a year and a half. It was not until mid-2011 that Hu Jingyu received a telephone call from Wujiang District and informed that the first phase of the 1120-mu land index had been approved. Although this figure is far from the overall 7000-mu land, it is better than nothing.

Due to the long time spent on land use indicators, the cost of local land has increased significantly in the past two years. Shunde paint merchants found that the lowest price of local land transfer has risen to 134,000 yuan per mu, which is far from the price of 38,000 yuan per mu set at the time of the first signing. In spite of this, Wujiang District promised that more land to be paid will be refunded within three months after the project is put into production. At the same time, the district will also bear the 25% income tax burden caused by the refund.

But when the first batch of more than 20 companies were busy preparing for the park, the accident happened again! The reporter found that during the construction of the coating base in Wujiang District, due to the inclusion of paint into the management of hazardous chemicals, the relevant environmental protection issues have been controversial. In order to ensure the safe and environmentally friendly production of Wujiang District Coatings Chemical Industry Park, Suli has discussed with Hu Jingquan many times and asked the company to not simply reproduce the original products. It must use advanced equipment, innovation, upgrade, and clean production. In early July, the Wujiang District Government finally decided to adjust the land price of enterprises entering the park from the original 38,000 yuan to 80,000 yuan, the price increase more than doubled, and the conditions of other commitments will remain unchanged. The program is in full swing.

Everything seems to have been moving in a good direction, but time has passed three years. With all its successes, Suli has no way of seeing it.
