At present, there are more than 70 polysilicon enterprises in China, and only 20 have reached the national “polysilicon industry access conditions” issued in 2011, indicating that China’s polysilicon enterprises have less than one-third of enterprises. Energy consumption and environmental compliance can meet the basic requirements of clean production. The scale of these 20 enterprises is also uneven. The production scale has reached 10,000 tons, and the scale is small. There are still no actual production in the construction, and less than 10 enterprises can continue to be produced. In addition to the polysilicon segment, there are as many as 700-800 domestic downstream component companies. Only a few listed companies have issued corporate social responsibility reports, which disclose the energy consumption level and “three wastes” emissions. China's photovoltaic power generation enterprises have more to know about clean production and stay in slogan and form. There are many loopholes in conventional pollution control. The research report believes that the production status of the photovoltaic power generation industry is unsatisfactory, and enterprises and governments have unshirkable responsibilities. Most domestic enterprises only keep clean production at the end of the governance stage, and have not implemented the concept of cleaner production from the source, and have not upgraded the production technology, making the treatment cost high, but the effect is not ideal. At the same time, the industry lacks supervision and unification of industry production standards. In addition, local governments are blindly pursuing the number in the process of vigorously developing new energy. Local authorities and industrial parks have reduced the three waste discharge standards in order to attract investment, or have not strictly implemented relevant environmental standards. The implementation of supporting pollution control facilities is not in place, which has certain hidden dangers in the environmental impact of the photovoltaic power generation industry. The situation that the polysilicon industry is in short supply in the early stage of development also makes manufacturers ignore environmental standards and clean production. Due to the late start of the domestic polysilicon industry, it also faces problems of backward technology and equipment. According to the research report, as a mature energy conversion technology, the pollution that may occur in the photovoltaic power generation process can be solved by clean production technology. These measures and technologies have been implemented in enterprises in China, indicating that technology is not a bottleneck for clean production. The report calls for the government to formulate a more comprehensive clean production standard for photovoltaic power generation industry as soon as possible, and establish a relevant certification system as a market access standard to standardize and guide the future development direction of the photovoltaic power generation industry. Enterprises should also release annual clean production reports to the public, and disclose environmental indicators and energy consumption levels in all aspects in an open and transparent manner.
