China's first machine tool international standard proposal successfully established

China's machine tool industry has made a historic breakthrough in its substantive participation in international standardization. The reporter was informed by the National Industrial Machinery and Electrical System Standardization Technical Committee (SAC/TC231) that an IEC 60204-3X "machine tool electrical equipment and control system safety submitted by China to IEC/TC44 (International Electrotechnical Commission / Mechanical and Electrical Safety Technical Committee) The international standard proposal has passed the IEC New Work Project (NP) vote, which is the first international standard proposal for the international machine project in China's machine tool industry.

Huang Zuguang, secretary-general of the National Industrial Machinery and Electrical System Standardization Technical Committee, introduced that the core content of the IEC 60204-3X standard proposal is “safety requirements for electrical, electronic, numerical control, programmable electronic equipment and systems for machine tools”, which is a machine tool industry. One of the core safety standards is directly related to the safety of machine tool products and import and export trade. The current standard for electrical equipment and system safety standards in the machine tool industry is the IEC60204-1:2005 version of the standard, corresponding to the domestic GB5226.1-2008, which is the core standard for electronic control equipment in the export safety certification of machine tool products.

It is reported that due to various reasons, the formulation of this standard was mainly controlled by developed countries in Europe and America, and China's right to speak in this standard is relatively limited. Therefore, when the middle and low-end machine tool products with strong competitiveness in China's machine tool industry are exported to foreign countries, the electrical control equipment of the core components of the machine tool is often replaced by the dealers after failing to meet the safety standards. Now the standard proposal has been successfully established in the IEC, which has reversed China's passive situation in the international standardization of machine tools and has important significance for improving the international competitiveness of China's machine tool industry.

At the 2009 Annual Conference of the IEC/TC44 Technical Committee held in Beijing in September 2009, China submitted and reported the new work project proposal to the conference for the first time, and received positive response and recognition, and instructed IEC/TC44/MT60204-1 to seriously consider it. China's new standard proposal, which marks the official start of China's first international standard tour.

In March 2010, SAC/TC231 established the “International Standard Project Working Group”. The lead group of the working group is the Beijing Machine Tool Research Institute, which is affiliated to the SAC/TC231 Secretariat. The main members include research institutes and enterprises in the industry. With the establishment of the project team, the proposal work has also entered a substantive technical preparation phase.

The road to China's first international standard for machine tools is not destined to be flat. Subsequently, although China's draft standard was successfully released, it has caused fierce international debate on whether to formulate it into an independent international standard. The international standardization road has also been stranded. However, the quality of Chinese standards has been met by many foreign machine tool industry experts. Recognition.

At the end of June 2011, SAC/TC231 formally submitted the proposal documents to the National Standards Committee. In July 2011, SAC officially submitted the IEC 60204-3X Sino-Japanese Joint Proposal Document to the IEC, and the IEC Central Office distributed the votes to the National Committees. On January 20, 2012, the IEC website published a final report on the vote, and the Chinese proposal was officially approved.
