I. Special progress and implementation effectiveness

In 2015, with the continuous implementation, CNC machine tools have achieved some important achievements in stand-alone development and technology research and development, and are now entering the stage of industrialization and promotion. By the end of 2015, CNC machine tools have applied for 3,849 invention patents, 407 national and industrial standards, and 2,920 new products and technologies, with an added value of 68.5 billion yuan; 18 in industry research institutions and key enterprises. The innovation capability platform has established 46 demonstration bases in key users; 5368 people have been trained, including 2147 doctors.

(1) Tasks in the stage of scientific deployment to promote outstanding achievements in special projects

Through seven years of implementation, the technical level of CNC machine tools and basic manufacturing equipment industry has improved significantly. At present, 37 kinds of CNC machine tools and basic manufacturing equipment masters have reached or approached the international advanced level, and have made breakthroughs in numerical control systems, key functional components and key technology research and development, and aerospace, shipbuilding, automobile and power generation equipment. The variety satisfaction has been greatly improved. It has provided a number of key manufacturing equipments for major national key projects such as nuclear power, large aircraft, and super-tech, as well as new types of fighter aircraft, launch vehicles, and high-tech ships. Many key technologies and equipment have broken abroad. Monopoly has strong support and safeguarded national security. Through special implementation, a group of professional talents have been cultivated and gathered, which has enhanced the industry's ability to innovate.

(2) The level of medium and high-end machine tools has rapidly increased, breaking the monopoly of foreign products

In view of the high import dependence of medium and high-end CNC machine tools, the special focus is on the development of machining centers and CNC lathes with large import volume and wide market demand. Promote research and development investment and reliability research of high-end machine tools by machine tool enterprises. Key enterprises have established a comprehensive inspection and verification platform and strengthened laboratory construction. The newly developed CNC lathe, machining center and CNC system MTBF (mean time between failures) averaged more than 1000 hours, and some products reached more than 1600 hours, more than doubled before the special start.

The successful development and batch application of CNC machine tool special products successfully broke the monopoly of foreign products and forced foreign products to actively reduce prices. For example, the seamless steel pipe products of 36,000 vertical extruders have reduced the foreign similar products from 200,000 yuan/ton to 40,000 yuan/ton, causing the anti-monopoly investigation of the Chinese government; after the successful development of the domestic RV reducer, the price of similar foreign products From 300,000 yuan to about 100,000 yuan.

(3) Enhancement of supporting functions such as functional components, and breakthrough in numerical control system

Through the application demonstration and batch matching of CNC system, functional components and tools and CNC machine tool host, the transformation of machine tool industry structure has been promoted.

The key technical indicators of advanced CNC systems such as multi-channel and multi-axis linkage have basically reached the international mainstream system technology level; the reliability of some brands of domestic high-end CNC systems has reached more than 10,000 hours, which is equivalent to the level of international advanced products. In the national defense industry and enterprises, the breakthrough of the domestic high-end CNC system has been realized. Only one of the more than 30 domestic CNC systems of Shenfei Company has been put into actual production and use, which is of great significance for national defense information security. The mid-range CNC system has sold more than 35,000 units, and the domestic market share has increased from 10% to 25%, forming 2-3 industrial production bases; the high-end CNC system has sold more than 700 sets, and the domestic market share has been started before the special project. Less than 1% has increased to more than 3%.

(4) Focus on key user areas, and the industry's support capacity has improved significantly

Major breakthroughs were made in key manufacturing equipment in the field of aerospace manufacturing equipment. In representative enterprises such as Chengfei and Shenfei, there are currently more than 30 sets of domestic five-axis linkage machine tools put into practical production. The key equipments such as gantry and horizontal five-axis machining centers have been verified in the application of new fighters. The cross-generation development of military aircraft and the development of large aircraft provide a strong guarantee.

The aerospace manufacturing equipment field initially meets the production needs of key models. Large-scale, special-purpose manufacturing equipment such as the five-axis vertical milling and turning composite machining center has been demonstrated and applied, and the shackles of foreign technology blockade have been removed to ensure the safety of the new generation of aerospace products. Established the first production demonstration line using domestic machining centers and CNC turning centers, applied to more than 100 kinds of new generation launch vehicles, docking mechanisms, etc., processing more than 10,000 key complex parts, which is a major strategic demand for aerospace products. Development and production provide protection for equipment capabilities and manufacturing technology.

Significant progress has been made in the localization of core processing equipment in the field of automobile manufacturing equipment. At present, the automotive panel stamping equipment has met the needs of users and reached the world advanced level; 80% of key parts processing equipment such as car crankshaft can meet the needs of users; semi-finishing equipment for car engine cylinder heads has realized the application of group lines. The key process technology of electronically controlled common rail diesel injection system has made breakthroughs, and 12 sets of key equipment have reached the international advanced level of similar machine tools. The results have been successfully applied in the manufacture of China's Xth generation tactical military vehicles.

(5) Gather high-end talents and enhance industry innovation ability

Since the implementation of the special numerical control machine tool, through the construction of common technology research and development and innovation capability platform, the cooperation between enterprises and universities and research institutes has been deepened, enabling enterprises to make full use of public science and technology resources. The discipline construction of some colleges and universities has been strengthened, and a number of technical backbones have been cultivated for the industry. The special implementation of CNC machine tools has attracted extensive participation of researchers in the equipment manufacturing industry, with 23,594 R&D personnel, of which 50% are doctoral and postgraduate students. A total of 208 people were introduced, and 43 “Thousand Talents Program” participated in special research and development. The special project has initially established an innovation system combining enterprise, research and research with the enterprise as the main body, and promoted the construction of technical teams in key areas. The technology and product capabilities of related enterprises have been greatly enhanced.

(6) Innovate organization and management to ensure that the special results are grounded

According to the actual application of the special results, timely propose the revision of the national tax exemption catalogue for major technical equipment, and incorporate the special results that meet the conditions into the "first set of major technical equipment" insurance catalogue, and create a good development environment for the application and promotion of special results. .

Continue to promote the in-depth cooperation between domestic CNC machine tools and the military industry, compile a catalogue of domestic high-end CNC machine tools and a catalogue of product requirements for the defense industry, and guide key users in the national defense industry to understand and actively purchase special results.

Special exhibitions were held at professional exhibitions such as the International Machine Tool Exhibition and the Shanghai Industrial Fair. Specialized application and promotion meetings were held in typical user companies such as aerospace, automobiles and machine tools to actively promote and publicize special results.

(3) Organically combining with industry management to promote the healthy development of enterprises

Give full play to the leading role of special projects, strengthen the application of intellectual property transformation of special results, effectively promote the cooperation between testing institutions and enterprises, promote the preparation of industry standardization conditions for machine tool mainframes and key functional components, organically combine the implementation of major scientific and technological projects with industry management, and promote machine tools.
