For ordinary citizens, it is really a big rush, and since then, bid farewell to "ditch oil" and "garbage pigs." For those who have illegally profited from kitchen waste, the interest chain will be broken, and even if it continues, it will face the risk of administrative punishment. In the face of the solidified interest chain, how is the South China Sea to break the chain of interest?
At present, the daily average kitchen waste generated in the South China Sea is about 34.03 tons. Some people who are interested in smoldering have seen the vacuum between operation and management. They have extended their hands to kitchen waste, and they have to pay for food at zero cost or even from the city. The kitchen waste generating unit obtains kitchen waste. Among them, 20% went to the farm and became the feed of “garbage pigsâ€, and 3% were used by unscrupulous traders to refine “junk oilâ€. This time, the South China Sea region formed a joint effort: first invested 259 million yuan, built a daily processing plant for 300 tons of kitchen waste and waste oil; after the introduction of "Foshan Nanhai District kitchen waste management implementation measures" (hereinafter referred to as "Measures"), refine the rules of the kitchen garbage production unit, the receiving unit, the disposal unit and the penalties, and play the role of “blocking, tailing, blocking the middle†of the original collection and transportation interest chain.
The unified collection and transportation work starts from the kitchen waste generation unit. With the regional government institutions, schools and hospitals as the breakthrough point, the pilot project will be extended to all hotels, large enterprises, construction sites, large and medium-sized catering units in the district.
First of all, from the source, the kitchen waste was cut off into the illegal collection and transportation interest chain. The "Measures" stipulates that "If the kitchen waste is handed over to the unlicensed unit for collection and transportation, the Nanhai District Environmental Protection Bureau will order it to stop the illegal act and impose a fine of more than 10,000 yuan and 30,000 yuan."
The "Measures" are also inconspicuous for the existing illegally-receiving units and individuals for kitchen waste, and stipulates that "the unauthorised occupational cleaning, collection, transportation or disposal of kitchen waste shall be ordered by the Nanhai District Administration. Stop illegal activities, confiscate the removal of tools, and impose a fine of 5,000 yuan or more and 20,000 yuan or less."
On the one hand, the South China Sea has severely cracked down on illegal collection and transportation. On the other hand, the kitchen waste treatment plant is also ready. Although according to the principle of “who is born, who is responsibleâ€, it is clear that the receipt and transportation of kitchen waste is “paid serviceâ€, but considering the actual situation, Nanhai District promises to be free for the first 3 years, encouraging the garbage-generating unit to hand over the kitchen waste to qualified. The Nanhai Green Power Company unified the collection and transportation and carried out harmless treatment.
In terms of supervision, the "Measures" require the housing construction department to act as the administrative department of kitchen waste, responsible for overall planning, and also clarify the specific duties of the food and drug supervision, public security, environmental protection, urban management and other regulatory departments, and clarify that law enforcement information sharing mechanisms should be established. And implement a joint law enforcement system when necessary. This breaks the previous pattern of unclear division of supervision duties, and each department has its own role and individual action mode. From “distribution†to “whole marketâ€, supervision will be more powerful and effective.
The author believes that this project of benefiting the people's livelihood will break the inherent interest chain of kitchen waste collection and transportation, and explore the South China Sea model for the collection and handling of kitchen waste.
