The Jiangxi Provincial Government has recently introduced the "Measures for Examining Fire Protection Work in Jiangxi Province," commonly known as the "Measures." These guidelines outline detailed requirements for the principles, scope, content, methods, and accountability of fire protection assessments. The evaluation process is coordinated by the Office of the Jiangxi Provincial Fire Safety Committee, which collaborates with 14 other departments, including the Comprehensive Management Committee, the Department of Education, the Public Security Bureau, and the Supervision Department. Together, they form an assessment working group responsible for organizing and implementing the evaluations annually. Each year, before the end of January, the group assesses how well district and municipal governments, as well as provincial government departments, have fulfilled their fire prevention responsibilities from the previous year.
The "Measures" provide a comprehensive breakdown of what is evaluated at both the municipal and provincial levels. For district and city governments, the assessment is divided into three key areas: fire prevention, fire safety infrastructure, and fire safety responsibility. For provincial government departments, the evaluation consists of a common section and a specialized section. The common part covers general fire safety duties, identification and resolution of fire hazards, and fire safety education and training. The specialized section sets specific scoring criteria for 13 different departments, such as the Development and Reform Commission and the Department of Finance, ensuring that each department's unique responsibilities are clearly defined and assessed.
This structured approach not only enhances transparency but also promotes greater accountability across all levels of government. By setting clear standards and regularly reviewing performance, the Jiangxi Provincial Government aims to improve overall fire safety awareness and preparedness throughout the province. This initiative reflects a proactive effort to strengthen public safety and reduce the risk of fire-related incidents.
