Shenyang severely punishes units to conceal occupational hazards

Recently, a reporter learned from the Standing Committee of the Shenyang Municipal People's Congress that the "Regulations on the Supervision and Management of Occupational Health in Shenyang" will come into effect on January 1, 2014. These new rules aim to strengthen occupational health protection for workers across the city.

According to the regulations, employers who are involved in activities that pose occupational health risks must organize regular health check-ups for their employees. In particular, workers who are about to leave their jobs or are working in environments that may lead to occupational diseases should be provided with proper medical assessments before they depart. Employers are required to conduct these examinations, and if they fail to do so, they cannot legally terminate the employee’s contract.

Additionally, when signing or modifying labor contracts, employers must fully disclose any potential occupational health hazards. Failure to inform employees of such risks, not conducting required health checks, failing to maintain occupational health records, or not sharing test results as mandated could result in penalties. Local safety production supervision departments have the authority to order corrections within a specified time frame, issue warnings, and impose fines ranging from 50,000 to 100,000 yuan.
